Consultancy services for developing fleet renewal program including transaction advisory and detail design for e-bus pilot project in the city of Kigali within the Rwanda Urban Mobility Project (RUMP)

Recognizing the potential for e-mobility to support national climate change mitigation objectives, the Gov.ernment of Rwanda (GoR) approved an electric mobility strategy for Rwanda in 2021 targeting 20% electrification of all buses by 2030 and several incentives for electric vehicles (EVs). To realize its bus electrification target, the GoR is prioritizing the electrification of bus services in Kigali, followed by inter-city services in the rest of the country. To overcome the high upfront cost and considering the limited financial capability of current private bus operators in Kigali, the study recommends that a dedicated entity such as an asset leasing company competent on operating leases for e-buses and charging solutions ( called “AssetCo”) be established to fund, procure and own electric buses, which are leased out to private operators.
Objective of the Consultancy Services is to structure, institutional framework, detailed techno-commercial feasibility and roadmap for electric buses investment. To develop and define the structure for an e–buses AssetCo and ecosystem (i.e. including associated depots, staging areas, charging infrastructure, electrical supply, operational processes, etc.) to drive electric bus investment and adoption in Kigali in a sustainable and scalable way. Once this is clearly defined, next step is to confirm detailed techno-commercial feasibility for a first phase of e-buses deployment and determine the technical specifications for e-buses and supporting infrastructure for this phase of e-bus deployment.
